Initiate, review and recommend changes in policies and objectives, plans and programs, techniques, procedures and practices in infrastructure development and public works in general of the LGU.
Advise the mayor on infrastructure, public works and other engineering matters.
Administer, coordinate, supervise and control the construction, maintenance, improvement and repair of roads, bridges and other engineering and public works projects of the LGU.
Provide engineering services to the LGU, including investigation and survey, engineering designs, feasibility studies and project management.
Enforce the provisions of the National Building Code (PD 1096).
Performs drawings made from sketches and notebooks of engineering data as well as site maps, topographic drawings, profiles, charts and similar exhibits.
Assists in detailed estimates and preparation of plans for construction projects, prepare drawing revised calculation cost.
Prepares topographic maps and profiles, charts and graphs and properly plan specifications and cost estimates of all types of buildings.
Prepares simple structural and designs and estimates.
Conduct surveys, site inspections and evaluates survey results for the planning, design and post evaluation of infrastructure projects.
Prepare program of works for infrastructure projects funded under General Fund, 20% MDF, LDRRMF, Trust Funds, CSR Funds and other sources.
Prepare program of works of for funding infrastructure projects with corresponding barangay resolutions and requests.
Provide technical assistance to the nine (9) barangays in preparation of program of works.
Plan, inspect, implement, supervise, monitor and evaluate all infrastructure projects directly implemented by the Municipal Engineering Office.
Evaluate process and recommend for approval contract related documents such as variation orders, time extension, suspension, resume, PERT/ CPM schedules to the Local Chief Executive.
Conduct inspection of damaged infrastructure projects/ facilities upon request.
Evaluates and endorses requests for funding for the repair / rehabilitation of damaged infrastructure facilities brought about by calamities.
Prepare technical reports / inspection reports after conduct of ocular inspections of infrastructure projects within the municipality.
CONSTRUCTION & MAINTENANCE SESCTION
Supervises the repair/improvement of the municipal buildings and on-going infrastructure projects within the municipality.
Supervises and directs laborers in the maintenance of potholes along the premises of the municipal roads/buildings.
Prepares estimates, plans and specifications on other general engineering works.
Performs work in the overhaul, maintenance, repair and servicing of equipment such as motor vehicle, construction and heavy equipment within closely prescribed procedures and does other related works.
Operates the pay loader, bulldozer, backhoe and other heavy equipment for municipal related projects.
Exercises overall supervision of equipment operations within the municipality.
Monitors equipment fleet for regular use and for augmentation of immediate use ( quick response)
Assists in the inspection of parts and materials procured and delivered.
Checks the availability of municipal equipment subject for rental.
Serves as driver of the Municipal Vehicles.
Maintain the waterworks system of the municipal hall.
Maintain cleanliness of comfort rooms in the municipal building.
Checks doors if properly locked and windows closed after office hours.
Does general cleaning like sweeping, scrubbing, mopping, vacuuming etc. for all department office and other offices for at least two (2) times a day.
Perform other work related which includes some physical effort, such as lifting and carrying, working in awkward positions.
BUILDING, INDUSTRIAL AND ELECTRICAL SAFETY SECTION
ADMINISTRATION AND ENFORCEMENT OF THE NATIONAL BUILDING CODE ( P.D. 1096)
Issuance and approval of the following permits:
Building permit
Ground Preparation and Excavation permit
Fencing permit
Occupancy permit
Electrical permit
Mechanical permit
Demolition permit
Issuance of Notice of Violation to person, firm or corporation whose activities are in contrary to the National Building Code (P.D. 1096).
The Building Official or its representative may enter any building or its premises at all reasonable times to inspect and determine compliance with the requirements of P.D. 1096 and prepare inspection report with recommendation.
BUILDING INSPECTION AND ASSESSMENT
Conduct inspection of government buildings within the municipality annually and/or as need arises with request letter and prepare inspection report copy furnished to the Office/ Department concern with recommendation.
Maintain and conduct inspection of streetlights within the municipality and do necessary repairs and replacements of bulbs.
Installation, repair and maintenance of electrical wirings for all municipal buildings including public schools, barangay halls, health centers, day care centers and others.
ADMINISTRATIVE SECTION
Maintains the department confidential records and files.
Follow up and collaborates with department heads to keep advised the status of agenda items and other related matters delegated for actions or response.
Prepares a variety of drafts and finished documents and informational materials which may include office reports, technical reports, materials for meetings, speeches, presentations, travel orders, training designs, project proposal, itinerary of travels, disbursements documents and others.
Prepares the office Annual Budget Proposal and all required Local Budget Preparation Forms for submission of the Municipal Engineer and approval of the Local Chief Executive.
Assist the technical section in the preparation of billing documents for contractors.
Process Disbursement Vouchers and review completeness of supporting documents as prepared by within the department.
Refer matters that necessitate actions, comments and appropriate actions to the Municipal Engineer.
Prepare, consolidate and submit reports, request and other documents pertaining to project implementation concerns for appropriate action of higher authorities and other agencies.
Conduct and maintain inventory of all properties of Engineering Office and sees to their proper upkeep and maintenance.
